France and Germany welcome launch of Ukraine’s constitutional reform process
Ukraine/telephone conversation between M. François Hollande, President of the Republic, and Mr Volodymyr Hroisman, President of the Ukrainian Parliament – Communiqué issued by the Presidency of the Republic
Paris, 14 July 2015
President François Hollande and Chancellor Angela Merkel spoke to Volodymyr Hroisman, President of the Ukrainian Parliament, today.
The discussion chiefly focused on the implementation of the agreement signed in Minsk on 12 February 2015.
The French President and the German Chancellor welcomed the launch of the process to reform the Ukrainian constitution, which puts particular emphasis on the issue of decentralization.
They signalled their appreciation of the efforts under way to conduct this reform in accordance with the Package of Measures adopted in Minsk and the recommendations of the Venice Commission.
In the interest of a lasting stabilization of eastern Ukraine and the country’s territorial integrity, they called for an agreement to be reached in Ukraine on the next stages of the constitutional reform and the holding of local elections.
President Hollande and Chancellor Merkel clearly supported the determination of President Poroshenko and Parliamentary President Hroisman to act in this spirit and include a reference in the constitution to the distinct identities of certain areas in the Donetsk and Luhansk regions, as provided for in the Minsk agreement./.
